Health Economist / Data Analyst

The NorthTide Group is seeking a contractor to provide financial and budgetary analysis and support to the Army Public Health Center, specifically supporting the Environmental Health Engineering Portfolio.

The Army Public Health Center (APHC) mission is to promote health and prevent disease, injury, and disability of Soldiers and military retirees, their Families, and Department of the Army civilian employees; and assure effective execution of full spectrum veterinary service for Army and Department of Defense Veterinary missions. Within the APHC Health Promotion and Wellness Directorate, the Public Health Assessment Program supports evidence based health promotion practice within the Army public health system through advocacy, assessment, and evaluation. The Public Health Assessment Program is comprised of a multidisciplinary team of scientists, advanced public health practitioners, and program evaluators.

Aberdeen Proving Grounds, MD (Edgewood Area)

 M-F 8 hours/day, not to exceed 5 days/40 hours per week, excluding Federal Holidays.


  1. Develop ROI, Cost benefit analysis on existing health care programs
  2. Perform financial reviews and prepares monthly execution reports
  3. The contractor will be the financial point of contact for the Environmental Health Directorate Director and supporting government staff.
  4. The contractor will provide financial analysis for all WRP core funds and reimbursable accounts totaling over $5M.
  5. The contractor will assist in the development of the Annual Work Plan with budget estimates and strategies based on the mission of the Program and historical data.
  6. Utilizing GFEBS, the contractor will create Work Breakdown Structures (WBSs) for each project, manage the applied funding, track expenditures and funding balances through year end close-out.  This involves coordination with customers both internal and external to Public Health Center
  7. Using various software options, the contractor will track all financial obligations and expenditures through GFEBS to ensure accuracy of estimates and actual costs. Identify problem areas in the execution of available funds, and recommend alternative actions as needed.
  8. The contractor will prepare detailed reports for the Environmental Health Director and external reimbursable customers showing status of funds and related expenditures.  Based on these reports, assist in determining the best course of action to accomplish the Directorates mission.
  9. As a contract Senior Financial Analyst, provides general administrative assistance to all Environmental Health Engineering Program Managers and staff.

Education requirement

  • Bachelors degree (Masters degree preferred)

REQUIRED knowledge, skills, and abilities are as follows:

  • Financial Analysis / Budget Analysis - 3-5 years experience in government / DOD financial management and budget analysis
  • Public Health Assessment - 3-5 years experience in Public Health Assessment Programs / Public Health organizations
